JPMorgan Chase Institute analyzed 470 million transactions from 597,000 selected small businesses that held Chase business deposit accounts and met the report's activity filters. The wide distance between the 13-day 25th percentile, 27-day median, and 62-day 75th percentile matters more than any one point. Even within this selected banking population, firms entered cash stress with very different buffers.[1] The Federal Reserve evidence supplies a newer view of pressure, not reserve adequacy. Operating expenses and uneven cash flow were common reported challenges, and many challenged firms used cash reserves. Which operating risks should change the reserve requirement?
- Payroll intensity raises the minimum because wages and payroll taxes arrive on fixed dates while project receipts can move. Measure the largest payroll cycle plus the cash required to keep delivery intact through the chosen downside period.
- Customer concentration increases both the size and speed of a plausible loss. A dominant client can remove revenue, strand assigned labor, and leave a large receivable unpaid at the same time. Model the transition rather than adding an arbitrary concentration premium.
- Seasonality widens the gap between an average month and the lowest cash point. Build the reserve from weekly or monthly lows, including the working capital needed before the seasonal receipts arrive.
- Taxes, debt service, insurance renewals, annual software, and contractual bonuses are known obligations. They belong in a dated forecast and should not be treated as surprises that the general emergency reserve must absorb.
- Recurring revenue can reduce uncertainty only when renewal, cancellation, gross margin, and collection behavior support it. A recurring contract that is cancellable, concentrated, low-margin, or routinely late should not receive the same confidence as diversified, durable, collected revenue.
- A dependable, undrawn credit facility can provide secondary liquidity, but it is not identical to cash. Borrowing availability can change when performance weakens, and using it adds interest, covenants, and repayment obligations precisely when the business is under pressure.
How can a service business calculate a reserve without inventing a benchmark?
Use a disclosed Bennett calculation: baseline committed cash outflows for the chosen protection period, plus dated obligations inside that period, plus the cash impact of a defined risk scenario. Avoid multiplying one unusually high expense month forever, but do not average away payroll peaks or annual payments. Compare the result with unrestricted cash, not total bank balances that include client funds, restricted proceeds, or tax money already spoken for.

What do these findings mean operationally?
We prefer a reserve tied to a named scenario over a round number tied to revenue. The owner should be able to say which payrolls, taxes, debt payments, and delivery commitments the balance protects, and which customer or demand shock the model assumes. That explanation makes the policy testable and keeps excess cash from becoming an unexamined comfort number.
The reserve and the forecast perform different jobs. The reserve buys response time; the forecast shows when that time may be needed. If the forecast repeatedly consumes the reserve in the ordinary case, the root issue is usually price, gross margin, collections, spending, or business-model timing rather than an insufficient savings goal.
