Assume a facility is expected to require 720 productive cleaning hours per month. The average wage is $18 per hour.

The loaded rate is $23.24 per productive hour, not $18. If the contract also requires 30 supervisor hours, that time needs its own loaded rate. Recruiting and turnover may belong in a contract, route, or central labor pool depending on what causes the cost.

Reconcile the labor bridge every week
For each contract, show:
Bid hours → scheduled hours → clocked hours → approved payroll hours → productive site hours
Then explain the differences:
- Unfilled shift or late start.
- Training or shadow shift.
- Overtime or callout replacement.
- Travel between customer sites.
- Supervisor or quality-control visit.
- Time-clock error or unapproved variance.
- Added task, event, spill, weather response, or customer request.
- Rework after a failed inspection or complaint.
Suppose a contract was bid at 720 hours, scheduled at 745, and paid at 782. The 62-hour difference from bid to payroll is an 8.6% labor overrun before considering wage variance.
That does not prove the crew is inefficient. The bid may have understated restroom detail, occupancy, security delays, travel, or periodic work. The customer may have changed the service. Finance should identify the reason before management treats the variance as a performance problem.
Build a contract-contribution waterfall
Assume the facility pays $27,500 per month:

Keep at least three layers visible:

- Company profit after central sales, finance, leadership, systems, and other overhead.
If central overhead is allocated to every contract, show contribution before allocation as well. Otherwise, an arbitrary percentage can make a cash-positive account look unprofitable or imply that central cost disappears when one account is lost.

Route density belongs in the margin model
Two buildings with identical revenue and cleaning hours can have different economics if one sits beside the existing route and the other requires a long isolated trip.
Assume a crew handles four sites in an evening. A routing change removes 50 minutes of paid travel per shift across 22 service days:
50 minutes ÷ 60 × 22 = 18.3 monthly hours
At a hypothetical loaded labor rate of $23.24, the direct monthly capacity value is about:
18.3 × $23.24 = $425
The company does not automatically save $425 in cash. If employees remain on the same paid shift, the value appears only when the time supports more contracted work, reduces overtime, improves reliability, or changes staffing. Vehicle cost, parking, tolls, access windows, and supervisor coverage may add further effects.
Route density should be measured by service window and crew capability, not miles alone. A hospital, school, office, industrial site, and day-porter assignment may not be interchangeable even when the map looks compact.
Scope exceptions need a decision before they become the new baseline
Cleaning contracts often lose margin through small requests:
- An extra floor or room begins receiving service.
- Consumables move from customer-provided to contractor-provided.
- Event cleanup becomes routine.
- Service frequency increases without an amendment.
- A new security process adds paid waiting time.
- Periodic floor work is performed more often than priced.
Create an exception log with the request date, requestor, task, estimated labor and supplies, temporary or recurring status, approval, price, and effective date. The operational team can choose to absorb a small exception for a documented service-recovery reason. It should not disappear.
The scope-creep margin model provides the change-price math. For a recurring cleaning contract, annualize the effect before deciding. One added hour per service night at $23.24, five nights per week for 52 weeks, is approximately $6,042 of annual loaded labor before supplies and supervision.
Renew contracts from latest cost, not last year's percentage
At least 90 to 120 days before renewal, rebuild each material account using:
- Latest wage by role, shift, and market.

- Actual productive and paid hours.
- Current supplies, equipment, fuel, and vendor terms.
- Observed scope exceptions, quality work, credits, and complaints.

Assume a new portfolio produces $110,000 of monthly revenue at a forecast 18% contribution. The customer pays 45 days after invoice, but the contractor pays weekly payroll and buys supplies before service.
If four weeks of loaded labor and direct cost total $82,000, the company may fund that amount—and possibly part of the next month—before the first receipt. The contract can be profitable over a year and still create a dangerous opening cash gap.
The rolling thirteen-week cash-flow forecast should include:
- Invoices and expected receipts by customer.
- Weekly payroll, taxes, benefits, and overtime.
- Supply purchases and vendor terms.
- Equipment deposits, repairs, leases, and vehicles.
- Insurance, bonds, recruiting, and onboarding.
- Sales commissions, taxes, debt, and owner payments.
- A delay case for the largest customer receipts.
Customer concentration needs its own view. A high-margin contract can still be too large for the company's balance sheet if one dispute or delayed payment threatens the entire payroll.
